PAC Members reviewed and discussed the Auditor General’s report on the state of the Cayman Islands Government’s financial reporting at its regular administrative meeting on 1st November, 2023. The Committee agreed to hold a public hearing to further investigate elements of the report, in accordance with Parliament Standing Orders (2024 Revision) No. 77(4). Mr. Kenneth Jefferson, Financial Secretary & Chief Officer of the Ministry of Finance and Economic Development, served as a witness and was accompanied by Mr. Matthew Tibbetts, Accountant General. They were joined by Mr. Robert Tatum, Deputy Director of the Central Procurement Office as a witness. The Deputy Governor, Honourable Franz Manderson, also provided evidence to the Committee at the hearing.
The PAC had Tabled its previous related report to the Parliament in April 2023, on the Auditor General’s previous General Report, in which it fully endorsed the recommendations made by the Auditor General. The Committee also included one formal recommendation to the Ministry of Finance and Economic Development, namely to make a detailed assessment of the cost of implementing Section 47 of the Public Authorities Act to include non-monetary benefits for Statutory Authorities & Government Companies.
Following the Hearing, the Committee met for its regular administrative meeting. The Committee will prepare its own report on its investigation of the Auditor General’s “General Report”, in accordance with Standing Order 77(5) and will submit it to the Parliament upon its completion, whereupon it will be a public document and will be able to be accessed on the Committee’s section of this website.
