Council
About the Council
The Council of the Parliament Management Commission (PMC) is responsible for carrying out the general functions of the Commission. New mechanisms for the management and functioning of an independent Parliament were activated with the first meeting of the new Parliament Management Council at the House of Parliament on 13 May, 2021.
The Council, headed by the Speaker of the Parliament, comprises nine members as provided for by the Parliament Management Act, 2020. In Accordance with the Act, the membership comprises:
- the Hon. Speaker;
- the Hon. Premier;
- the Hon. Leader of the Opposition;
- the Hon. Deputy Speaker;
- three Members of Parliament appointed by the Speaker in accordance with the advice of the Premier;
- two Members of Parliament appointed by the Speaker in accordance with the advice of the Leader of the Opposition;
- and the Clerk of Parliament as the Secretary and non-voting ex-officio member.
The first Council members were: Speaker Hon. W. McKeeva Bush – Chair; Deputy Speaker Hon. Katherine Ebanks-Wilks; Premier Hon. Wayne Panton; Deputy Premier Hon. Christopher Saunders; Minister for Health, Hon. Sabrina Turner; Parliamentary Secretary Mr. Isaac Rankine representing the Government; Leader of the Opposition, Hon. Roy McTaggart; Deputy Leader of the Opposition; and Mr. Joseph Hew and Hon. Sir Alden McLaughlin representing the Opposition.

The Clerk of Parliament, Mrs. Zena Merren-Chin is the ex-officio, non-voting member of the Council, and as one of the first tasks undertaken by the Council, the Clerk was appointed as the Chief Officer of the Parliament Management Commission.
With the resignation of the Speaker and the changes to the Government after the Special Meeting held on 14th November 2023, the Council membership will be changed. This page will be updated once the changes have been confirmed.
