Speakers

The role of the Speaker is that of the Presiding Officer over the proceedings of the House, and it is the Speaker who ensures procedures are followed in accordance with the Parliament Standing Orders. The current Speaker is the Hon. Sir Alden McLaughlin, KCMG, MBE, KC, JP, MP.

The first Speaker of the Cayman Islands legislature was the Hon. Mrs. Sybil Ione McLaughlin, who was also the first Clerk for the legislature and the first female Speaker in the Caribbean Commonwealth. Hon. McLaughlin became the Speaker in 1991, nearly twenty years after the provision for a Speaker was established in the Constitution.

The Hon. Capt. Mabry S. Kirkconnell would become the first elected Member to be sworn in as Speaker, in 1996, as Hon. McLaughlin was not an elected Member of the legislature. Since 1991, there have been nine Speakers of the Cayman Islands legislature, with Hon. Juliana O’Connor-Connolly and Hon. Dr. W. McKeeva Bush having been appointed for multiple terms.
