A lying-in-state for the late Honourable Francine E. Jackson, GMM, was held at the House of Parliament last Wednesday, 15th July 2026, allowing respect to be paid to the last living National Hero of the Cayman Islands. Members of Parliament, family, friends and members of the wider community gathered to honour her life and her many contributions to the Cayman Islands.
Honourable Jackson was designated a National Hero in 2025 in recognition of her decades of community service and her pioneering role in the Caymanian women’s suffrage movement. She was a trailblazer whose determination and dedication paved the way for greater contributions of women in politics and public life, including advocating for women to participate in politics in the Cayman Islands. Her courage, vision and steadfast commitment to serving her country continue to inspire generations of Caymanians. She was one of the renowned “Phenomenal Four”, the four women who ran in the 1959 general elections.
As part of the ceremony, past and current female Members of Parliament, along with Her Excellency the Governor, Mrs. Jane Owen, laid a floral tribute at the Aspiration Monument in Heroes Square as a mark of respect for Honourable Jackson’s service to the Cayman Islands.
Speaker of the Parliament, Hon. D. Ezzard Miller, reflected on Honourable Jackson’s enduring legacy. “Honourable Francine E. Jackson dedicated her life to serving the people of the Cayman Islands with integrity, compassion and unwavering determination. She was a true pioneer whose contributions helped shape our democracy and strengthen our nation. It was a privilege for Parliament to provide an opportunity to honour her life and celebrate the remarkable legacy she leaves behind. Her example of service and leadership will continue to inspire Caymanians for generations to come.”
The Parliament of the Cayman Islands extends its sincere condolences to the family and loved ones of the Honourable Francine E. Jackson, GMM. Her life of service, leadership and dedication to the Cayman Islands will be remembered with gratitude and respect, and her legacy will continue to inspire future generations.
