Biography:

Isaac Douglas Rankine was born on 18 September 1967, to Isaac Jeralow Rankine and Rita Emelda Rankine. His grandfather was Burrell Dixon whose father was Captain George Dixon after whom the park in East End is named.

As a youngster, Isaac attended East End Primary School and then went on to Cayman Islands High School where he attained his high school diploma.

After completing high school Hon. Rankine worked for a year at the Cayman Islands Public Works Department, before going to work at Cable and Wireless in the Stores Department as an Assistant Shipping Clerk in 1985. He was promoted a year later to Shipping Clerk and was later transferred to the Engineering Department dealing primarily with the business and banking sector.

In the early 90s, Hon. Rankine attended the Cable & Wireless (C&W) College in the UK and completed the B-TEC Technician National Diploma. He also attended various industry related training and seminars in the areas of business and project management. Through hard work and dedication to his work and furthering his education, Hon. Rankine progressed through the company’s Business Unit from Technician to Technical Supervisor, and then into Customer Engineering Manager roles.

In 2003, Hon. Rankine left C&W and with a few business colleagues started Business Solutions Technologies Group Ltd., a telecoms consulting and contracting company to the telecommunications industry in Cayman and the Caribbean region.

Hon. Rankine is currently working towards completing his Bachelors of Arts in Business Management.

In the 2021 election, Hon. Rankine was elected as the representative for East End. He served as Parliamentary Secretary for Planning, Agriculture, Housing & Infrastructure and Home Affairs until his appointment as the Minister of Youth, Sports & Heritage in September 2023. He is a Member of the Parliamentary Management Commission Council, and was an active member of the Standing Public Accounts Committee until October 2023.

Hon. Rankine has three children and three grandchildren.
